St. Cloud Area Volunteer Coordinators (SCAVC)
By-Laws
Section I - Purpose
The purpose of SCAVC shall be to promote community awareness of volunteerism and develop the professionalism of volunteer management through formats outlined as educational within the guidelines of section 501 (c) (3) of the Internal Revenue Code or corresponding section of any future federal tax code.
Section II - Membership
The organization’s membership will be composed of people from community organizations and/or agencies in Central Minnesota who recruit and assign volunteers and/or manage volunteer programs.
Members are eligible for workshop/training scholarships and may refer to scholarship guidelines form for more details. Three general membership scholarships are awarded for a maximum of $50 per year.
As a membership benefit, the Chairperson is eligible to receive a $100 workshop/training scholarship per year which may be carried over until term expires and as reserve budget allows.
Section III - Officers
The officers of the organization will be Chairperson, Vice Chairperson, Secretary, Treasurer, Program Chair, Public Relations Chair, and Membership Chair. They will be elected by the membership for one year at the annual meeting, to be held in May. Term of office will run from August through July.
Section IV - Committees
SCAVC shall have the following standing committees:

Executive Committee – Shall consist of all elected officers. Shall have the authority to act for the membership between meetings and report at the next meeting. Shall appoint qualified individuals to fill vacancies/unexpired terms. This committee will meet 2-3 times per year or as necessary.

Nominating Committee – Shall be appointed by the Chairperson to request and accept nominations for elected offices (i.e. Chairperson, Vice Chairperson, Secretary, Treasurer, Program Chair, Public Relations Chair and Membership Chair). Shall prepare a slate of nominees for presentation and election at May meeting.

Public Relations Committee – Shall publicize SCAVC meetings, activities and events through news media.

Membership Committee – Shall promote membership, distribute information and provide new members with orientation.

Finance Committee – Shall prepare annual budget for recommendation to the Executive Committee and the membership. Shall recommend a funding strategy (i.e. dues, fund-raising projects, etc.). Shall monitor the fiscal operations of SCAVC and provide financial guidance to the Treasurer.

Program Committee – Shall assess and implement the appropriate programs to meet the identified needs of membership.

National Volunteer Week Committee – Shall plan activities to be held annually during National Volunteer Week to promote volunteerism in the greater St. Cloud area and to recognize volunteer services/accomplishments.
Section V - AD HOC Committees
The Chairperson and/or Executive Committee may establish ad hoc committees as necessary.
Section VI – Fiscal year
The fiscal year of the organization is from August 1 through July 31 of the following year. All business matters will be conducted using this timeline.
Section VII – Meetings
Membership meetings will be held monthly, August through May, at a date and time agreeable to the members. Presence of a majority shall constitute a quorum at any meeting. Robert’s Rules of Order, Revised, will be the authority at any meetings and shall govern all proceedings.
Section VIII – Dues
Dues will be assessed to offset mailing, supplies and activity costs. Amount of dues will be determined annually.
Primary host site agency will receive a single, one year free membership.
Section IX – Amendment to By-Laws
These By-Laws may be amended by a 2/3 vote of the members present at a general meeting.
Section X – Dissolution
Upon the dissolution of the organization, assets shall be distributed to 501 (c) (3) organization (s) that serve volunteers.
